Who Can Be the Responsible Person?
Typically, this is:
- The venue operator
- The event organiser
- The entity with control over the premises
It is not automatically the head of security or a contractor. Responsibility lies with the party in control.
What Are Their Responsibilities?
The Responsible Person must:
- Determine whether the premises or event is in scope
- Identify the applicable tier
- Ensure proportionate measures are implemented
- Oversee staff awareness and preparedness
- Maintain appropriate documentation
Tasks may be delegated. Accountability may not.
